City of Ellinger Minutes from the meeting of the City of Ellinger held on August 22, 2024.
Attendance: Mayor Matt Mikulenka
Commissioner Cullen Weishuhn

1. Meeting was called to order by Mayor Mikulenka at 6:00 pm at the City of Ellinger City Hall.
2. Pledge of Allegiance was recited to the United States Flag and to the Texas Flag.
3. Invocation was presented by Mayor Mikulenka.
4. Public Comment.

5. Minutes from the previous meeting were reviewed. Motion by Matt Mikulenka to accept the minutes as read, 2nd by Cullen Weishuhn, motion carried.
6. Treasurer’s report was given. Motion by Matt Mikulenka to consider and take appropriate action to approve payment on all appropriate bills and expenses, 2nd by Cullen Weishuhn, motion carried.
7. Old Business:
8. Discussion was held again on the proposed Ellinger Welcome sign. Motion was made by Cullen Weishuhn to get a size for the sign and to reach out for bids to local contractors. Motion was 2nd by Matt Mikulenka. The sign was approved.
9. NEW Business:
a. An update was given by Mayor Mikulenka on the TDA funding. The Engineering package is still out for comments for the TDA and we hope to start going out for bids soon
b. Mayor Mikulenka gave an update on the GLO funding and stated that the application is still under review.
c. Discussion was had on the draft inter-local agreement with Fayette County on Street paving. Motion was made by Cullen Weishuhn to have the City Attorney (Bovey & Cochran) review the draft and hear their thoughts. Motion was 2nd by Mayor Mikulenka.
d. Discussion had on the numerous encumbrances on City ROW in the City of Ellinger. It was decided to revise the scope of the RFQ previously sent out to local Surveyors and hear their responses.
e. Discussion was held on the enforcement of previously passed Ordinances. Motion was made by Mayor Mikulenka to push the enforcement off till January 1, 2025. This motion was 2nd by Cullen Weishuhn.
f. Discussion and action was taken on a recent Procurement Opportunity Posting for the TDA. Motion was made by Mayor Mikulenka to hold a special meeting next week Thursday, August 29th to discuss and take action on this opportunity. Motion was 2nd by Cullen Weishuhn
g. Discussion was had on the size of the EOC/Maintenance Building for the City. I was decided that we need to determine a size for the building and to take a look at a recent opportunity for a FEMA Procurement Grant at the special meeting on 08/29/24.
h. Set next meeting date and location: August 29th, 2024 (special meeting) and Sept. 26, 2024 (Regular Meeting) at the Ellinger City Hall building on 101 W. Shumacher St., Ellinger, Texas.
i. Motion by Cullen Weishuhn to adjourn, 2nd by Mayor Mikulenka, motion carried.
